I. Core Competencies of a Facilities Manager
• Ability to coordinate overall operations and manage teams
• Ability to develop annual facility operations and maintenance plans for the factory and coordinate the allocation and scheduling of resources across all systems, including water, electricity, gas, HVAC, and fire protection
• Ability to establish the organizational structure of the facilities operations and maintenance team, define job responsibilities and performance evaluation criteria, and lead the team in completing daily operations, maintenance, and emergency repairs
• Coordinate relationships among production departments, procurement departments, and external service providers to ensure that facility operations align with production needs
• Responsible for preparing and executing the facility operations and maintenance budget; control costs by optimizing O&M plans and procuring spare parts efficiently
• Evaluate facility upgrade and renovation projects and develop the most cost-effective renovation plans
• Establish a spare parts inventory management system to balance inventory costs with O&M needs

II. Cost Estimation Experience Requirements:
? Cost estimation experience is required. When designing renovation plans and selecting equipment, cost factors must be considered. Knowledge of cost estimation is necessary to understand and review budgets for facility renovation and spare parts procurement projects, and to effectively control cost expenditures.

III. Basic Qualifications
• Aged 30–45, with an associate’s degree or higher in mechatronics, HVAC engineering, electrical engineering, or a related field
• At least 8 years of experience in plant operations management at large manufacturing facilities, including at least 3 years in a supervisory role; experience working at a factory with a workforce of 2,000 or more is preferred
• Hold relevant professional certifications, such as an electrician’s license and a refrigeration equipment maintenance certificate
IV. Skill Requirements
• Proficient in the principles, operation, and maintenance of core factory facilities (e.g., power transformation and distribution systems, central air conditioning, air compressors, wastewater treatment equipment, etc.)
• Able to independently diagnose, repair, and commission facility equipment, and resolve complex technical issues
• Possess specialized knowledge in facility-related fields such as electrical, mechanical, HVAC, and fire protection, and have the ability to integrate cross-disciplinary technical expertise
• Ability to read and draw technical drawings related to facilities, such as electrical schematics, mechanical structural diagrams, and piping layout diagrams
• Design plans for localized facility upgrades and equipment selection based on production needs and the current state of facilities
• Participate in facility layout planning for new factories and provide professional technical support
• Develop preventive maintenance plans for facilities and equipment, carry out maintenance according to schedule, and extend equipment service life
• Establish equipment technical records, documenting operational data, maintenance history, and other relevant information
• Evaluate equipment performance and provide technical recommendations for upgrades or decommissioning
• Communicate effectively with equipment suppliers and external technical experts to obtain technical support
• Train operations and maintenance teams and production staff on facility operation and maintenance procedures
• Draft facility technical documentation, operating manuals, and other materials to ensure the transfer of technical knowledge
